Cagayan flood control plan gets P100M

BAYOMBONG, NUEVA VIZCAYA — President Macapagal-Arroyo has ordered the release of an initial P100 million as part of the P128-billion, 30-year flood control project for Cagayan Valley, officials here said on Wednesday.

Bishop Ramon Villena, chair of the regional development council (RDC) in Cagayan Valley, said the fund release “only proves that the President means very well” when it comes to her administration’s development thrusts for Northern Luzon.

The amount, RDC officials said, would be spent for the construction of about 10 small water-impounding projects (SWIP) that would be distributed in Nueva Vizcaya, Isabela, Cagayan and Batanes.

Ms Arroyo announced the fund release during Friday’s joint Cabinet and RDC meeting in Cauayan City that she presided.

Villena lauded Ms Arroyo’s move to hold Cabinet meetings with the country’s RDCs as the government lined up its plan to group the country into four “mega-regions” and boost economic growth.

“This is very admirable because she is bringing the government closer to the people, bringing development to the countryside, and not always imperial Manila,” he said.

In that meeting, Ms Arroyo pledged some P75 billion in development projects to be poured in the next three years into North Luzon—composed of the Ilocos, Cagayan Valley and Cordillera regions, and Aurora and Nueva Ecija provinces.

Mila Rimando, regional director of the National Economic and Development Authority, said the three-year master plan for North Luzon includes improving roads and upgrading airports and seaports.

A major road-widening project, she said, involves the Narvacan-Tuguegarao City Road, which intends to improve access from Ilocos Sur to Cagayan, passing through Abra and Kalinga.

She said another major highway would be built to link La Union, Benguet, Nueva Vizcaya and Quirino, passing through Bauang town in La Union, Baguio City, Kayapa and Dupax del Sur towns in Nueva Vizcaya, and Nagtipunan town in Quirino.

The development plan includes the upgrading of four airports in Cagayan Valley: Tuguegarao City in Cagayan, Basco in Batanes, Cauayan City in Isabela and Bagabag in Nueva Vizcaya.

Rimando said seaports in Aparri and Santa Ana in Cagayan, Basco, and Palanan in Isabela would also be rehabilitated.
