BAYOMBONG, Nueva Vizcaya – The proposed gold-copper mining project in an upland village in Kasibu town could end up in a fierce court battle, as those opposing the project have vowed to question its approval despite its supposed lack of social acceptability.

Jerrysal Mangaoang, director of the Mines and Geosciences Bureau in Cagayan Valley, said Kasibu officials have threatened to seek court action in their fight against the Didipio mining project there.

"We'll just see each other in court," Mangaoang quoted Kasibu Mayor Romeo Tayaban as saying, after the mayor was informed that the Department of Environment and Natural Resources has allowed the Didipio project to start operation in January 2006.

The proposed mining project, located in Barangay Didipio in Kasibu, is a $102-million venture by the Australasia Mining Philippines Inc. (AMPI), formerly known as Climax Arimco Mining Corp., an Australian firm.

Proponents said the project is expected to yield an estimated four million ounces of gold and 1.5 billion ounces of copper deposits underneath Dinkidi hill in Sitio Bacbacan, about 70 km from here.

Tayaban's reaction, Mangaoang said, was prompted by reports that Environment Secretary Michael Defensor has signed a directive allowing AMPI to start the project next year after ruling that the company has complied with the requirements.

Quoting Deinrado Simon Dimalibot, DENR undersecretary for mines, Mangaoang said the DENR has ruled that the project's recent endorsement by the Nueva Vizcaya provincial board was enough to satisfy the required proof of its social acceptability.

The board endorsed the project despite its rejection by the village council of Didipio and the town council of Kasibu.

Anti-mining groups here led by Tayaban and Kasibu officials earlier asked Defensor to revoke the project's environmental compliance certificate, after it failed to meet the condition of a prior approval by the Kasibu town council. Melvin Gascon, PDI Northern Luzon Bureau
